How can I turn this account into a decent PKing account?

This was going to be a skiller with 99 woodcut/fletch, but I used the money to buy dragon bones and other stuff. I wanted it to do mage, but I started Melee and kindof messed it up. What can I do to make this account an effective PKer.

Strength:99
Defence:70
Range:99
Prayer:70
Magic:99

If old wild comes back do Tanking/Drag Pking.

Since you can't make a maxed turmoil with that defence level I recommend either barrows or range tank.

Barrows Perfect Levels:
- 85 Attack (keeping it at 85 attack to keep the combat level down)
- 99 Strength
- 70 Defence
- 99 Range
- 95 Prayer
- 99 Magic
- 99 HP

Completely quested (barrows gloves, lunars, etc, etc)

Range Tank:
- 75 Attack
- 70 Strength (or just 74 attack and 74 strength which the best you can have while being range based).
- 99 Defence
- 99 Range
- 95 Prayer (not sure about this one, but it's quite possible that 95 prayer would be useful).
- 99 Magic
- 99 HP

Also fully quested.
