They have no need to lie... If anyone believe the amusement park then you're just retarded. Having the Wild and No Trade Limits is going to bring in a decent amount of money for them. Their bank accounts are finally starting to hurt, thus they need the extra membership money that the Wild and Free Trading will bring.
