How do I make a RuneScape Server?

I'm just wondering how I can make a RuneScape server.

I know how to make a website, code some PHP, but I don't know how to make my own RS server.

I'm willing to invest, but I don't want to be spending over $30 a month.

So, if you own or made one before, how do you make one? And make a decent one? And how do you edit things in it?

Also, what host provider did you use?

Basically, you need a server (the game code) and a client (the game window that someone will download/ unless you get a webclient)

Go to RuneLocus or Moparscape forums and download a source and client of the same gameversion (imo 317s are easiest)

Then you edit the .javas, compile and run server then client and play
