Paid account for $40 and never got it

went offline after this and never gave me account i messaged him and he claimed that his msn was hacked and that i should read his thread but:
he said iwindude was hacked and my new msn is [email protected] i talked to him on this and hes claiming its hacked also (but he knew what account i wanted from PMing him earlier). After PMing him several times he keeps saying hell give me the account but he doesn't have his computer with the account yet he's trying to sell his account to other ppl...even account 4 after i posted on his thread [email protected] contacted me that he was trying to sell that account to him...

And he has also been telling me through PM's to tell ppl it wasn't him who scammed me and that hell give me the account (ITS BEEN 2 WEEKS) Even yesterday he said hell have it ready today but of course hes prolly blocked me... I can supply you with extra pics if you need them (I have all the PM's still) can you please request him to give me the account or a refund. Thanks...
