why this man isn't ban after 74 posts and 6 months of scam ?

 

I'm currently trying to buy the rhino off him, heres how it went:

I sent the money, we were going to do a 50/50 trade for $150USD.

I sent $65, upon attempting to claim and cancel- I recieved an error from Paypal: "This action cannot be completed"
We both failed to notice this and he sent me a code. Code was invalid.
He then noticed this error on Paypal- I tried to fix it and still got errors.
I called paypal and the Resolution was fixed and the money sent too him.
He then said it hadn't come through and said "brb", I KNOW it had cleared because I recieved the emails/my account has $65 less in it.

He has still not returned from "brb" and is now ignoring my attempts at contact. Do not trade with this guy.

I can now no longer reclaim the money, Do not trade with him- he is totally untrustable.

NOTE: I will be posting a ban request after my exam in 1hr.
