Best way to buy a party hat?

I want to buy a party hat but my account is maxed on osrs and was maxed on rs3 before necro. I cannot imagine losing my account I was thinking about buying an account leveling it up and holding it for awhile to see if it gets recovered then if all goes well to buy the party hat with it. Does anyone have advice on safest way to buy a party hat? Maybe red portal? Would love to hear any advice based on personal experience thank you.

 

We have been experimenting with items that have a high ge value but their actual price is way lower than that. For example a item that has a 500m ge value but their street price is 50m. We make the customer buy a few of those items to make the trade look a bit more legit. So far none of our customers received any rwt warnings or bans.
