Is that a mining cape with 1 mining? This is not only rare but dangerous as this account is most definitely flagged...

 

the account is not flagged jagex has a new system of catching botters so they dont have to ban people, banning people causes less money for them. Jagex is now rolling back stats if you are caught botting for instance you have 80range and your botting at the ranging guild they will roll your stat back mabe 30-40levels. There is lots of evidence of this on p0werb0t.0rg where they have screenies of j mods explaining the new sysytem people in full black d'hide at 40 range.

So that means it doesnt have the requirments for lunar or anything that requires a mining level for quests right?

 

it means its done quests that require mining and it is only lvl 1. it is rare as you can not do those quests without the stats. and it also has the 99 cape.
