Since when has this been a rule or has it just started to be enforced? What exactly counts as a trusted rank?

 

I think it was removed from the rules a while ago when Matthew put it in.

I think he's allowed to. Plus, it makes sense.

 

you just said it was removed from the rules. I don't think he is allowed to enforce something thats not in the rules, but I do agree its common sense to a certain point. You can be very trusted with vouches without having a rank.

 

There's a difference when he puts trusted and when somebody that's trusted puts trusted in the title. Not many people would say he was trusted enough to go first to, while, let's say me, I don't really know many members who won't go first to me.

So, I'm guessing, it goes by the person and not by everybody.

 

It's mostly moderator discretion at this point.
