A rule against scamming, lets say, states that scamming is not allowed. I have no issues with this. The actions that are taken when said rule is not followed are what I have a problem with, at least in this case.

You're mischaracterizing what SuF is arguing for. He is saying that it would benefit the community if Darren was allowed to come back; you are claiming that it wasn't unethical for his access to the site to be revoked. While revoking his access to the site was not an impediment on any of his (natural) rights, this does not demonstrate that SuF is wrong in his assertion.
