I don't know what you mean by saying "if cape doesn't boost stats"? Firecape gives you the defense bonuses as normal, no matter what level you are.

No. This was not how the account was made. Theres videos on youtube.

There was a rs update that caused all NPC's to stop attacking until an update.

People went godwars, Corporal beast, and even fight caves, none of the monsters attacked back.

This is just to clarify how the account was made. You CANNOT get banned for it, however, it was bug abuse getting the cape.
