Theortically you could increase the blue phat value

Glitch a bunch of them. Drop them one by one. No one could know if it's real or not since drops do not appear anymore

I'm pretty skeptical. I don't believe Jagex would let this happen. Even if it was possible you would have to find that section in runescape of the cut scene. If it is real, very nice.

 

I can confirm that he does in fact own the Partyhat, but the item is not tradeable.

i am guessing there might be a trade method. but seeing as its worthless the hats would only sell for a fre dollars. maybe the same method used by dungeoneering glitchers.
