wel i really hope for your sake that the seller isn't just fucking around with you...
If he is, then i'm afraid there is not much you can do other than try recovering it day after day after day.
    Sorry to hear man :(

Good luck bro, but all I'm saying is, Original IP + ISP > Any other info. The original account creator can just put in the other details section, check my IP with the creation IP and it'll be accepted.

ISP means very little compared to being able to provide the first ever password set on it.

Password > anything - Even subscription details. All i can suggest is in the recovery form adding in one of the following ISP's; Comcast, Roadrunner, AOL.
You may be able to get the account back but it's keeping control of it that's the problem. If you're that pissed at him and convinced it's a lost cause, try recovering it and then get it banned. That'd stir some shit.

Do you have the guys IP in a screenshot from when you first logged on ? If so, and you're willing to spend some time getting your cash back go to http://www.ic3.gov/default.aspx - I'm really not sure what you could say to them in your form but what he did is classed under fraud/theft. (I wouldn't suggest this if you're not up-to-date on anything law based)

If you need any advice or such drop me a pm.

Learn from it, buying accounts always has a risk.

Actually, sending a request from the creation IP literally gives you almost 100% chance of recovering it back.
They also can see who is submitting recovery requests on the account so even if the OP has ALL INFO they just check that the guy who ORIGINALLY CREATED THE ACCOUNT is sending a recovery and accept his.

The only time the creation IP/ISP isn't into play is when the two parties trying to recover BOTH don't match the creation IP.

    edit:
Copy and paste what the denied recovery says and maybe we can try and help you more specifically.
