The amount of knowledge to make a game, any game, in any programming language requires a fair amount of knowledge in how to construct the necessary classes or objects (if they are not already pre-programmed into the language) etc etc...I would suggest to learn what language will work (i think you could do this with java), learn that language by reading a book about how to program with the language you selected, then come back to this subject when you believe you have learned enough to make basic games.

If you want to learn programming just to make a game, you're not going anywhere. Step by step.

Basic games are not hard to make if you learn just enough to learn how to do animations, which does not require much. I suggest finding a game programming beginners book that will teach you only what you absolutely need to know to make a simple game. Or alternatively you could just learn to program and then go back to game design and such.

well i wasnt thinking of the game being smoothly animated, i think a shuttery low fps game would suit the 1 bit appeal

1-bit means either one or zero. That means your graphics can be at most two colors. I don't know about the music, but the game will be pretty crappy.

Seeing as you couldn't even tell that, I suggest you learn what a bit is. Then learn a programming language. Then and only then can you even attempt to make something like this.
