I'm not trying to spam but out of shear curiosity why are you buying needles and what are you going to/ using them for?
I also heard you could find them in haystacks around runescape but they're pretty hard to find.

 

you can find them in haystacks, but thats only a few hundred at a time so getting 10m will take you a very, very long time
anywayz i presume it's just for fun the needles, i did got 1m for fun once then sold it to some one else who was collecting them lol

anyway good luck with getting 10m needles
