    I know where the new Halloween event is
    Go east varrock and out of the gates (Near the small bank) and keep walking east in till you see a lederhorsen man. This is where it is going to be.
    He says 'I'm setting up right now, come back later'.

    thats not the new Halloween event. That's for Oktoberfest
    the event starts October 1st I believe.
