We all know jagex no longer allows recovery without IP, Provider of account creation and dates, even if they know you have played on the account and even if you have all the recovery information correct.

They respond with "We know you've played on it but we return the account to the original owner"

Must be original owner and absolutely guarantee it won't be recovered.
