Help with .gif's please?

Can someone PLEASE tell me how to edit a .gif size! I have searched so many times on Google to see if I can find a program, or a good tut on how to do it, but I cant!! I want to use a .gif as my avatar, but every time I try I get the message, "remote file too large". -_-
If you know of a .gif editing program, then please let me know. I DON'T WANT TO BUY ANYTHING! If you know of a website that has an online editor, that would be even BETTER. Thanks so much.
