Because the visa gift card is high in demand. A $2 can sell for upwards of $10+.

Just to let you know you can't use Visa 'Gift Card' on PayPal because the 'gift cards' are meant for electronically swipe only. Meaning physical use. Also it is not re loadable, you can talk to PayPal yourself they will say the same.

That's not exactly correct, at least in Australia. The cards here can be used ONLINE, OVER THE PHONE, or IN PHYSICAL STORES. With a few exceptions the cards, will be accepted anywhere that a normal visa debit/credit card is.

OP: Have you considered taking a trip top Walmart/Post Office etc. and buying a $25 card for yourself? You can spend $23 of it on stuff in physical stores like a DVD or book or whatever, and load the card onto the paypal afterwards.
