I'd give it 6/10 Good effects but just not seeing the focal.

 

6/10, with the blocking around ther eyes, makes it so much harder to see, also nice effects ect.

 

Depth needs to be worked on - having no tonal change on the forms of the two people causes it to become an extremely flat composition.
The static fuzzy squares of rainbow colours is a little random, and would probably look better if completely desaturated to just look like white noise.
