Just do slayer. You will make a lot and the charms will come without you even realizing it.

I would go with just training slayer.

the reason is there is no monster that drops common blue charms, they're just a random drop.

If you have a high combat though, you can probably soul wars the blue charms

 

I'm not sure if the drop rates have changed or anything but when I did Slayer tasks a while back, I noticed I got a good amount of my blue charms from Gargoyle tasks.

Go with slayer. I am lvl 36 on a new acct and have over 250+ charns already.

 

I did SW but it takes a freaking long time. So i might go with slayer

I'd train slayer, I have gotten mass amounts of charms throughout slaying, as well as herbs. I get massive amounts of blue charms from Dark Beasts, Gargoyles , Iron Dragons, and Tormented Wraiths.

 

Have you tried demons? I have 18 so far.

I would go with iron dragons. Blue Charms are common for iron dragons, and you have a slim chance of getting a Draconic Visage or dragon items, why not take that approach? Or Dark Beasts, giving you a chance to get some dark bows and a good sum of blue charms.

 

or u can go cannoniers, they drop blue charms fast also u can get d pick

 

I heard canoing walasakis gets you blue charms =/
