How to gift on paypal?

My paypal won't let me do a gift. I'm in send money. I see two sub-tabs both with radio-buttons.

 

What happens if you click on "Others"?

 

You click on others then there's an option under others

 

Or you can do payment owed, it's the same as gift.

 

Click Send, go to 'personal' and than click Gift.

Payment owed is pretty much the same thing as a gift.

 

What country is your PayPal registered in? You can only send gifts with PayPal accounts that have been registered in specific locations (Canada for example). I faked my info, so I'm pretty sure you can do the same.
