I have bought something with paypal for 19.99 and i got scamed i opened a claim and it says "If the selling doesnt respond in 10 days the money will be returend the the returned to the rightful owner" does this mean it will be returned to me? the seller hasn't responded for 3 days.
This means that the dispute will be escalated to a paypal dispute, meaning that paypal will jump in and do an investigation and then decide who should have the money.
It means you will be refunded if he doesn't respond in 10 days. If he does respond within 10 days paypal will look into the case and make a judgement on who should keep the money.
If it was a gifted payment it's highly unlikely that you will win the dispute. However, if it wasn't and it was a virtual item (or anything without a tracking number) you're in a good spot to win the dispute.
