    I'd suggest Firemaking, Fletching and Woodcutting.

    The following you don't really need cash to get 99.

    Woodcutting.
    Mining.
    Fishing.
    Thieving.
    Agility.
    Runecrafitng.

    The following you can get 99 easily by spending some money.

    Cooking.
    Fletching.
    Firemaking.

    i would not use all the cash... try to save 10 mil so you can use it to make more cash. there are guides for sale that allow you to make a couple mil per hour but they require starting cash so try to save some cash. but id get cooking and 92 firemaking if i were you (for inferno adze)
