It won't be patched but if its GE prices change drastically (jagex would need to change it manually) it would become obsolete.

 

Is any junk created (unsellable items on ge) and what % loss of gp is there?

 

I'll answer this one.
Junk IS created and 1/3 of GP is lost to junk. I.E. If you were transferring 150M, you would need 50M to get 150M of junk.
