No offence man but It's not like there's a shortage of private servers or that they're all that hard to make..Don't think you'll get any RS accounts let alone rares.

My guess is it's a Project Insanity or Deltascape leech, which is normal for people on blackmarket sites that go to RSPS sites and get sources, do a few tutorials and then put it up for sale; basically scamming.
