Actually seeing as everyone is connected to the net through a ISP the tracker will just usually show you the location of his ISP Hub to where he is connected. The only way to get his Address would be through the ISP and I doubt they would ever give it out because of customer privacy and such. Also with dynamic IP's being so widely used I doubt he even has the same IP anymore.

 

If he actually did something criminal then the ISP might take action.

Uhm.. quite the contrary; I found the exact longitudinal and latitudinal coordinates of someones house.

 

Unless the scammer is being actively sought by the FBI CIA or any other major U.S. authority or organization and this scammer is conning tens if not hundreds of people I doubt that the ISP would ever release his location. For them to even consider it you would need to provide evidence and not just some chat logs, a runescape IP, and a claim that he stole your geepees.

Yea because there is a slim number of users who know what they are doing.

@OP, you cant do anything since you are not computer savvy.

Even if you were, you can only hit him offline or report him to his ISP.

Also, without law enforcement, you can't get any personal information regarding him or the owner of the IP other than a broad map from certain IP location websites which will give you a bout a 50 sq mile radius to search

Edit: Secondly, his ISP is in a different country, so forget about it.

RuneScape has no customer support, you cannot recover anything.

Word of Advice: Quit RS, if you REALLY need to game, play WoW, but that still sucks

Get a offshore VPN (Virtual private network) for around 25 bucks a year .

Well since you don't have your own botnet i suggest you just pay someone to host boot him a few times.

Or do a whois and try to get some more details and frame him on some CC fraude so the feds will pay him a visit.
