What this means is he's doing some legit capes, then ripping some people off to maintain a legit look. While getting away with scamming.

At this time he owes me 12$ on PayPal, and he claims to have transferred 40M off my account.

I will wait for him to admit it and make it right.
If this hasn't happened by the end of the day, a full report will be made.
