Good luck trying to make one, IF you are I would do members. Free to play ones items have to many out there to propperrly "buy out". And I also presume you have 700MIL+ and a couple IRL or close rs mates with the same amount. If you dont you will find it extremly hard to buy items out, and you will need actual trusted members...to help buy out. And then they have to not dump early etc. Best to do a complete buy out by yourself (small group as i said)

So how much money do you have?

 

What is your bank value? you are going to need far more than 700m.
