I recently got told i would be banned for owning one of the shields, and staffs. Is it true? Can Jagex really ban me if I am "Given" a shield? Even though it is glitched?

Edit: I was not told this by a Jagex Mod, A Player Mod, Or anybody affiliated with Jagex. I was told by a member of IRC.

I've owned one on my main for about a month now, and so have a lot of people I know. I've also traded probably 100+ dungeoneering items to and from my account. From what I understand, Jagex knows that the smuggled items were traded around a lot, and that many many people who never did any actual bug abuse now has the items. I've had my main for over 5 years and have 300m+ on it, and I'm not worried about any bans. Hope that helps.
