You may not hold community lotteries if you intend on taking $10 from it. You should do it gratuitously; out of good will and in service to the site. If you're unwilling to, others will do so.

 

Then move it to the Market.

 

You may start a new lottery there, but you'll have to refund the people you've taken money from, as they were under the impression that this was another community feature which is officially endorsed. It isn't, as you haven't requested permission to reap the benefits of something that was previously a gratuitous act for the greater benefit of Sythe.org users. You've taken it upon yourself to turn it into a business, which is disingenuous and contravenes the feeling of community that these competitions are supposed to be evocative of. Past lotteries have been fine as you haven't done so.
