Briefly explain the trade: Paypal transfer instant 400 USD for his Runescape account
How they scammed: I got scammed because basically, he told me once the payment was "Successfully Completed" on my end, that his bank was "processing" the money and he wouldn't give me the account until the money was processed. He won't even go on MSN anymore, or answer any PM's from me personally on these forums either. I filed a paypal claim and he's trying to keep the money on that end though. He has also repeatedly made new topics of selling the same account, while he basically already sold it to me but he has my money.

Please show any chatlog images you may have please. Make sure his msn is able to be seen in these images.

 

Sorry, but yes he is a ban evader. A simple google search of his msn he sent you in PM linked him to these banned members.
