That program that Sunlink101 used (I don't remember the name) can make any number of any item appear in your inventory. Even if it's a newer item like "Rock" climbing boots.

Because Fagex decided that as good (as they should mean shitty) the Climbing Boots are, Tezing should sell them for 45k.

Oh, and don't worry, they won't be 75k in the GE for long.
Give it a week and they will drop to 10k.

 

Probably an attempt of Jagex to counter the inflation a little.

People use Climbing Boots quite a lot while pking for the cheap +2 strength bonus. Hence, Jagex assumes that, even if they raise the price of climbing boots, people would still use them for pking. Then, rather than removing 1k from the game per climbing boot kill, 75k is removed per kill.

What they don't realize, though, is that rune boots have much better bonuses, but are only 20k more expensive.
I find that, rather than using climbing boots, the majority of the population will switch to rune boots - causing them to rise in turn.

In the end it's a failed attempt to counter the extreme inflation caused by the pvp statuette update.
