I have a question about proof and what is needed.

I have a friend who just got scammed and has SS of the scammer and all but the report was denied.

Just curious to find out exactly what we need to report a scammer.

As per this post a SS of the MSN convo is not enough. Please explain why he is not banned and what is needed.
