higher STR/range/mage, lower prayer/hp the better

castle war items such as halo or decorative armor are a plus,
mith gloves, quested attack, climb boots, ancients, achievement diaries, no prayer fcape are bonuses
non combat 99s are bonuses

budget is 200$ ideally would like to find a nice account for 50-100 but based off of achievement diaries, non combat 99s, quests, cwars items, firecape, niche cosmetic items such as flippers etc, i will pay more.
