which should obtain membership first?

You see, I have acquired 6.50 on PayPal and have enough money for one membership yet I have two accounts I've been debating on doing it with..

1st account: 60 att, 80 str, 2 def (attack mistake), range 1, 52 prayer, 37 magic, and 82 fishing. (I'm thinking about raising his range/magic and then of course his strength.)

2nd account: 1 att, 20 str, 1 def, 59 range, 59 magic, 1 prayer, 72 fishing (want to make an obby rusher with range out of him.)

Which one should I do?

First one. Wait until you actually have the right levels for the second one.

First one is obvious, the second one would not really benefit from members unless you planned on doing soulwars or something.
