You can't buy them in the Grand Exchange, right now, because they are selling for the maximum price (bought-out). That is why you pay him the trade price and the money, to obtain this bought-out item.

 

They're not buyable at max.. If you check my pic; I sold 1 santa instantly at max price..

They're being bought out; so people offer trade price + $ to get their hands on one..

You could either save it for some updates and sell it, or just sell it for max now and make yourself 5.2m - by paying $7.5 - Meaning you bought 5m @ ~$1.45/m

 

Do you have a set price for the santa hats? I know you said to offer but I have no idea to be honest
