Help!

I need help with a scammer. I would like to know if it is possible to file criminal charges. I have his/her name, ip address, location, and the college he/she will be attending. I also have screenshots of the transaction. Unfortunately I sent the payment as a gift so I can't file a claim. Can anyone help me?

Mate, even if the payment was sent as a gift, you can still recover your money. Either try to make another dispute, or call Paypal and they will handle it if you provide valid proof that you got scammed/hacked.
