Is this limited due to a chargeback/suspicious activity or is it just not able to send because there is no CC/bank?

If its just the CC/Bank I might buy it.

 

Hm, I'm not entirely sure. But I've NEVER charged back, and if it was suspicious activity, it might of been too many failed log ins, or because the other person charged back. ( I was stupid back then and didn't make people gift. )
