[denied] Readd CDT new channel into trading discord (Without @everyones)

[Denied] No more @'s from CDT in sythe discord

This suggestion revoked the right for CDT to post new events in the trading discord, I supported this at the time and stand by my original decision , but in retrospect, I think we when a little too far, the correct solution was to simply revoke the permissions to @everyone in the channel rather completely remove the ability to post. Quite a few people who you wouldn't expect turn up to CDT event and a large section of the community is only in a single server while a lot of these members may not be interested or have something small which isn't really obstructing their use of the discord isn't a big deal, it would hold the same weight as someone posting in a trading channel with this being said I have noticed in some of the events (mainly drop parties), we have quite a few traders who would have luckily stumbled on the event who are not in community server and I will also be honest CDT event have pulling quite a bad number recently so adding something small may help the events. I think something small may increase the events turn out without being force in face of people is small change that would help with this.
