What I suspect was supposed to happen is that it's $1 per 1k... but they failed.

I have a feeling nobody at Sythe really gives two shits as to whether the banners get clicked or not. It's all about the money.
As for Gorld4rs though, they have an advertising budget... And if you think about it, where better to advertise than one of the really big cheating communities.
Basically, their options are very limited.
