Can anyone tell me what's the fastest but cheapest potion to make to level herblore for a level 42?

I think energy pots are really cheap at the moment to make, but they take a while to sell from what I've been told. If you want cheap exp, serum 207 (or whatever they're called) are good, but the problem is they can't be sold.
