    In this screenshot he posts having barrows gloves and temple at Senntisten completed. First off, the cooking is 61, even with boosts he couldn't get the level 70 required for rfd, and second the quest Curse of Arrav is a subquest for The Temple at Senntisten quest and it requires 66 theiving.
