It just depends on your goals. Are you trying to max him? Do you plan on staying low lvl? I mean depending on your goals, it could be either good or bad.

 

Getting him 70 or 80 str sticking him low and gonna be getting him 99 wc And maybe 70 range depends

 

Then I guess he is not doing too bad based on your goals. People will always say "oh its bad" because everyone assumes the goal is to max the account out, but there is nothing wrong with staying low lvl.
