i need help please

i am new to to making servers, i want to make a mopar scape server, i know how to make one but i don't know how to desing the server (add items,make the spells work,add npcs ,gods swords, bandos, etc) can anyone help me by giving me a link to a tutorial or making one, also if there are programs i need to open files can u send me the links?
