No.. those have fluctuating GE prices.. these do not. Thats the whole reason they are useless, there price can't change.

 

I would assume these items are like untradeable items, they solely have the purpose to show that you did something to get the item.

Your a dumbass 2007 product, there was such a time when there WASN'T a GE, how do you think prices were determined then? The GE plays no part when it comes to rares, of course if you could even afford one you would probably know that wouldn't you?

 

The G/e is never going to go, and such rares have high valued trade limits, these have low trade limits and will never change so the only way to get value for them would be to sell with massive ammounts of junk

 

Indeed, the fact that they cannot rise in GE price makes them much more useful for trading. These items, if they are not removed and remain untradeable, will become EXTREMELY valuable. However, there is still a major risk that Jagex will remove them from the game.
