It's uploaded onto a Chinese video hosting site so Jagex will not be able to take it down.
Don't even bother uploading it onto YouTube, they will just take it down. This is 100% legit.

I doubt Runescape 3 will ever exist, if it does, it won't be for atleast another 5 years.

They are most certainly concentrating on Runescape '2' at the moment, although it's pretty much just Runescape now and I'm guessing they plan to keep it that way.
