DEbit cards.. paypal info need help

Ok I am getting a debit card from walmart... and every time I get 1 of these things I never get to retreive money on it.. I can spend money but It wont ever get money from other people .. am i the only 1 with this problem with debit cards... and I CANT FOR THE LOVE OF GOD GET my paypal verified... could any1 give me some basic info ???? plz and ty.

he said he would verifie my account .. first he said let me see your credit card numbers and ill verifie it .. i said hell no...

then he said im just trying to help i have a glitch to verify paypal ill verify your account.... is he just going ot veriy it with his shit?? so when i recieve money it goes to him?? im new but I think thats what hes trying to do ???
