New to RuneScape again

Hi I'm new to RuneScape, again. Lol. Not entirely new but I haven't played since February of 2009. I'm currently deployed overseas and am on a government computer. So I can't play Runescape or go on any wikis or game sites like I'd normally do. I was wondering if anyone could give me the stats of a Hand Cannon that I've heard of and and answer some more questions? Thanks.

 

i can help. the hand cannon has a 90+ range stat. add my msn if u have questions.

just fyi the hand cannon kinda sucks. not really worth it

 

Doesn't suck at all, it's a perfect K0 weapon and can hit high 40s.

 

So with my 80 range, I'm able to hit up to 90 total with the special attack? Good God, that's crazy. I could go PKing with nothing but a Hand Cannon, maybe a range potion, and some ammunition and rake in money. I think.
Also, I've heard that we're able to paint our Dark Bows? What colors can we paint them?

I've been reading about Welfare PKing, how do you do this, and is it beneficial?

 

Only beneficial to welfare on under 95 combat, above that pretty much everyone prays, so not worth it above 95.

Basically to welfare pk, you buy cheap armour AKA black dragon hide and MSB.

 

Ah ok, so it's basically like in the old wildy when people would try to PK people wearing expensive shit, while wearing cheap gear? Lol. Cool I guess.
What colors can we paint Dark Bows? And are those the only items to paint?
