Is there any hope to unlimit this PayPal?

I made this back before I had my own checking and savings account so I had to make a Canadian Premier account so I had a sending limit.

Is there any possible way to unlock this account or get the money out?

This also isn't in my actual name, and I actually live in the US.

 

There is no way to get this unlimited unless you somehow provide Fake ID(s), which is illegal and unethical
