Alright. Recover the account, reporting it as hacked.
This will lock the account and clear any recoveries when you get it back. Then email The Jagex Support email saying the situation, which would be someone got all of your information out of a .txt file somehow or something and keeps recovering it and is threatening to Do malicious threats to your emails.
